The implementation program for increasing the enrollment capacity of training institutions to 15% of the general education graduates till the year 2012

No doubt, that the executing program to raise the enrollment capacity of Training Establishments to 15% of the General Education Outputs till 2012 became the main element in the plans and trends of the ministry and its leadership, which is considered as one of the main references for the Technical Education & Vocational Training strategy.

The real start of the program, which has entered to its second year, comes from the attention of the leader of development march and the educational rise up in our country H.E the president Ali Abdullah Saleh,God bless him.

Also through his rational directions to pay more attention to the Technical Education & Vocational Training.

The resolution of the cabinet No.

(280) for the year 2002 in respect of the approval of the implementation program submitted by the ministry was issued to raise the capacity of Training Establishments to 15% of the General Education Outputs till 2012. The General aim of this plan was the following:

• Raise the capacity of the Technical Education & Vocational Training to reach to 15% of the primary and secondary education outputs.

So as to cover all the areas of the Republic of Yemen, and to achieve the principle of equality of opportunity to all people of the society, in order to get the opportunity to join Technical Education & Vocational Training.
• Creating the required equilibrium between the outputs of Technical Education & Vocational Training and the outputs of the university education to rectify the existing defect in the pyramid of the labor force.
• The expansion in providing Technical Education & Vocational Training services that achieve direct social goals and directed towards those who are unemployed and of low income and to those who are getting social aids and are living in the rural areas.

• Reducing the gap between the cultural and educational levels to deferent segments of the society.

Today, while we are in the second year of implementing the plan, we can see clearly the achievements made by the ministry in this direction. Whether in opening new training establishments or in its supplies which has came through an organized plan to receipt the great flow of students from the outputs of the general education (primary and secondary) towards the Technical Education & Vocational Training establishments. Despite the shortages in finance which are not sufficient to implement the plan. During the last year, many achievements were made within the serious direction of the ministry to implement this plan, some of them are:

The expansion in the field of Technical Education & Vocational Training
The last years have seen a witnessed expansion in the field of Technical Education & Vocational Training, many of new training establishments in its deferent types and fields (technical, Vocational, industrial, agricultural and marine) during the year 2004 have joined the ministry three community colleges they are:
• Sana'a community college.

• Aden community college.

• Abs community college.

two training institutions started operating during the year 2004 they are:

• Al-Khabt industrial vocational institute.

• Ga'ar agricultural training institute.

Which enrolled during the first year (217) students male and female.

The equipping of Training institutions
The ministry has equipped new training establishments and completed the equipment and re-equipping some of the departments in working training establishments in a way that is suitable to the plan of raising the capacity and to absorb the new trainees.

The ministry accomplished in this regard the equipping and re-equipping (109) sections and workshops.

The government equipment finance is as follows;
1. Equipment & tools for the carpentry section / Khamer vocational training institute.

2. Equipment & tools for the light and heavy automobiles section / Al-Koud vocation training institute.

3. Equipment & tools fro the electricity section / Al-Duryhemi industrial vocational institute.

4. Equipping the applied training modules/ Al-Muala industrial technical institute, / Baghdad vocational training institute (will be installed during the year 2005) .

5. Equipment & tools for the livestock field / Al-Amana veterinary & agricultural vocational institute.

6. Equipment & tools for the agricultural field / Saber-Lahej agricultural technical institute, / Al-Khoyami-Taiz agricultural institute , / Al-Odyn-Ibb agricultural institute.

7. Equipping & tools for the mechanic section for (11) training institutions, technical and vocational.

8. Laboratory tools for the chemistry labs for (30) training institutions.

9. Laboratory tools for the physics labs for(30) training institutions.

10. Electronic devices for electronics sections / Al-Mansoura vocational training institute.

11. Equipment & tools for the veterinary clinic / Al-Amana veterinary & agricultural institute.

12. Multiple furniture for (9) industrial & commercial training institutions in addition to the ministry dewan.

13. Educational & library furniture for (3) training institutions in addition to the ministry dewan and its offices in the governorates.
14. Equipping the training institutions with computer labs (210) computer devices with its accessories.

The total costs of these devices wer (54,016,850) Y.R. , distributed to (25) training institutions.

The total costs of the equipment financed through the project were (63,845,276) Y.R. and (US$ 2,455, 773).

The ministry specialists received & tested these equipment to be sure of its accordance to the specifications and standards.

These equipment have been distributed to the various sections of the training institutions.

The formation of new training levels, sections and specializations
During the year 2004 a number of new specializations in the current training institutes have been formed. They were as follows:
• The current training institutions; forming technical level through (9) technical specializations in (6) vocational training institutes in Al-Amana, Taiz and Ibb, in addition to (4) vocational specializations in (3) training institutions.

• The new training institutions; the work accomplished in two training institutions through (4) vocational specializations and (3) technical specializations.
